The debate between cats and dogs is unlikely to ever be settled, but when it’s introduced into video games, it can lead to some amusing moments. A prime example of this is found in The Elder Scrolls IV: Oblivion Remastered, which features a quirky side quest in the Shivering Isles.
In this quest, you’ll encounter two characters: one adores dogs, while the other is a cat lover. They’re engaged in a silent standoff, each wishing the other would just vanish. It’s up to you to step in and find a solution—how will you handle it?

How to Start Ushnar’s Terror Quest
To kick off Ushnar’s Terror quest, you first need to find Ushnar, who can typically be spotted in Crucible, either at his home or wandering nearby.
When you chat with him, you’ll discover his disdain for the beggar Bhisha, who is a cat enthusiast. Ushnar finds Bhisha’s presence very unsettling.
Consequently, Ushnar will ask you to find a way to make Bhisha disappear so he can feel comfortable again.
This kicks off the Ushnar’s Terror quest.
How to Complete Ushnar’s Terror Quest
Your first thought might be to simply eliminate Bhisha to quickly resolve the issue. While this is one way to complete the quest, be cautious—make sure no one sees you, or you’ll bring unwanted attention from the guards.
However, if you prefer a more diplomatic approach and feel sympathy for the beggar, there is an alternative method to complete the quest.
You can talk to Bhisha and persuade him to leave Crucible. There are two ways to do this:
- You can pay him 100 gold to convince him to leave.
- Alternatively, you can raise his disposition to 90 so he agrees to your request, thinking you’re his best friend.
Regardless of how you handle Bhisha, return to Ushnar and let him know what you’ve done. He’ll be pleased that you resolved his issue.
For your efforts, Ushnar will reward you with Ushnar’s Skinned Hound, a pet that will follow you around and can even assist you in combat when enemies are present.
This pet will accompany you everywhere and help you during battles.
