You can’t unlock the scythe directly; instead, you have to progress through several nodes in the tree. Each node is tied to a specific quest—completing these quests grants you progress along the research path.
When you’re ready to research, return to Lumiel and speak with her. You’ll see that researching costs Silver and takes some in-game hours, with different nodes requiring varying amounts of time—ranging from a couple of hours to several.

The Magic Scythe costs 500 Silver to unlock, which can be steep for early players. If funds are limited, you can steal gold bars from nobles in Demeniss Wildlife Park and sell them at banks.
Once the research is complete, visit Greymane Camp and talk to Ross. Select the Florindale location to dispatch your Greymane allies and choose the “Magic Scythe Production” option.
