During the second act of Tides of Tomorrow, one key moment involves traveling to the Citadel to meet Voot. Before this, you already know she is the one producing Ozen and supplying Obin. Your goal is to gather more information about the overall situation, particularly the current shortage of the vital product. When you arrive at the Citadel, you learn more than just about Ozen; you discover new details about Voot and her people, making this part of the journey especially interesting. Here’s a complete walkthrough of that section.
Entering the Citadel
Once you arrive on the island, you’ll find some people at the dock. One of them, a man with long hair, might have Ozen to sell. But for the main story, you need to take the elevator. After riding up, you’ll see some scrap to collect and a few people to talk to, but the true objective is on the opposite side of where you step out of the elevator.
As you explore the upper level, you notice two guards blocking your way. Use your vision to learn the password and tell the guards you know it. However, there’s a catch: the last Tidewalker had the power to change the password for some Ozen. This means the password might not be what you expect.
From your vision, you can tell what they might have changed it to, but you’re not sure if they actually did. The options are likely “Coral” or “Mereids.” If you’ve been paying attention to the Tidewalker’s personality, choosing the correct one will be easier. If not, you’ll have to guess. Getting it right grants you free entry; if you fail, you’ll need to donate some scrap. After the choice, the guards ask if you want to change the password to trick the next Tidewalker. Agreeing to this earns you some Ozen and Troublemaker points, while refusing grants a boost to your Cooperative trait.
Beyond the guards, pass through a wide open room. Head to the right side to find an opening and pass through it. On the other side, you’ll see a door with an optional interaction. Proceed to the stairs and go up to reach a lecture hall. At the top, you’ll find a large metal door guarded by a soldier—go through it to locate Efod.
Inside, you see Efod at a table, with a vision of a dispute between Efod and Nahe, revealing how the last Tidewalker handled conflicts. Talk to Efod briefly before Nahe interrupts. To avoid escalating the argument, you can ask, “Should I… go?” and choose ‘(Stay out of it).’ Nahe then departs, and Efod reacts to your choices, leading you out of the room and toward Voot.
Meeting Voot
After Efod guides you out, you’ll find yourself waking up in a mysterious chamber. Leave the room to find Nahe outside; speak briefly with her before heading to meet Voot. Take the small elevator down and walk past the guards to reach her.
At the top of the hall, you’ll encounter a large metal door. Go through it to meet Voot. She will ask you to take a relic from a table behind her. When you do, she instructs you to pick one of three Altars to place the relic:
- Altar of Nature — Promises to protect animals and the environment. Boosts your Pro-Nature trait.
- Altar of Self — Focuses on personal survival and welfare. Boosts your Survivalist trait.
- Altar of Mankind — Commits to saving humanity first. Boosts your Pro-Mankind trait.
- Holy Water Pool — Next to the Altar of Self, there’s a small pool. Dropping the relic here grants Troublemaker points.
Once you’ve made your choice, Voot asks you to guess what the last Tidewalker did with the relic. You can use your vision to find clues or simply guess “Mereids” or “Coral.” Correct or not, it doesn’t impact the outcome significantly. Afterward, she offers an opportunity to leave a message by performing the ‘Show Direction’ emote, pointing at your chosen altar to give a hint for future interactions.
Meeting the Divinity
Next, you wake up in a strange room with Nahe outside. Talk with her briefly before you proceed. Descend the elevator, pass the guards, and meet up with Voot once more. Inside, a profound scene unfolds: you engage in a conversation with the Divinity. While this interaction is important to the story, your dialogue choices don’t influence the outcome. Choose your preferred options, then finish with brief talks with Efod and Nahe to conclude the level.
