Lingang Launches Investment Unit to Boost Hard Tech Industry Ecosystem

On May 29, an industrial park operator launched a new initiative called Lingang Innovation Investment & Development to cultivate the hard tech industry ecosystem and bolster related investments within the Lingang Special Area. This area is a critical testing ground for economic and trade policies within the Shanghai Free Trade Zone.

The new venture, unveiled yesterday, has already signed agreements with state-owned investment entities, leading industrial corporations, and science and innovation institutions. The goal is to collaboratively build a robust hard tech industry environment and strengthen investment in the region. Additionally, the firm plans to invest in startups focused on emerging sectors and create a supportive environment for project funding, development, and incubation.

By 2030, the assets managed by this new platform are expected to surpass CNY15 billion (around USD2.1 billion), with over CNY8 billion (about USD1.1 billion) of new investments planned.

During its early phase, Lingang Innovation Investment & Development has identified a pipeline of approximately 60 to 70 high-growth projects spanning biomedicine, artificial intelligence, integrated circuits, and other sectors, according to the chairperson and general manager. It will also launch the region’s first industrial direct investment fund for parks, with an initial capital of CNY1 billion.

This platform is intended to serve as the core for the region’s equity investment activities, focusing on Shanghai’s three key industries—integrated circuits, biomedicine, and AI—and six strategic future industries. It aims to develop a comprehensive investment support system throughout the entire lifecycle of invested companies.

Rather than purely financial investment, the platform aims to become a driving force for cultivating industrial and innovation ecosystems, emphasizing active involvement in regional development.

Shanghai’s top industries include integrated circuits, biomedicine, and AI. Its prioritized future industries encompass advanced manufacturing, next-generation communication and quantum technologies, new semiconductors and functional materials, renewable energy sources like hydrogen, energy storage, nuclear power, aerospace, low-altitude economies, deep-sea exploration, and innovative medical and life sciences technologies.

The establishment of this investment platform signals a strategic shift for the region’s economic development, moving from merely owning land to becoming a proactive industrial partner, according to the president of the parent organization.

It will function as a strategic investor, collaborating with major municipal funds and local government funds. Its role will be to align the financial needs of leading companies and vital supply chain projects with the industrial development objectives of the parks, thereby accelerating the deployment and operation of high-caliber projects locally, said Weng Kaining.
