You can acquire the Surge, O Flame incantation by purchasing it for 5,500 Runes from either Miriel or Brother Corhyn after you give them the Fire Monk Prayerbook.
The Fire Monk Prayerbook can be found on a corpse located in the Fire Priest camp in the western Liurnia region. To reach this area, start from the Lake Facing Cliff Site of Grace.
Head northwest along the wall until you find a Spirit Spring. Use Torrent to leap up to the path above and continue traveling north until you discover the camp occupied by the red-clad Priests.
Defeat the enemies at the camp and search their bodies to retrieve the Fire Monk’s Prayerbook. You can then deliver this book to either Miriel at the Church of Vows or Brother Corhyn at Roundtable Hold.
