The Fire Monk Prayerbook can be found on a corpse located in the Fire Priest camp in the western Liurnia region. To reach this area, start from the Lake Facing Cliff Site of Grace.
Head northwest along the wall until you find a Spirit Spring. Use Torrent to leap up to the path above and continue traveling north until you discover the camp occupied by the red-clad Priests.
