At first, it seems like a simple fix, but the game’s mechanics add some complexity. If you’ve been trying to get it working without success, you’re not alone. This puzzle calls for patience and the right approach more than stubborn effort. With the proper steps, you’ll find it much easier and more rewarding to get the water flowing again. Here’s what you need to do.
### How To Fix The Withered Wasteland Water Wheel
To fix the water wheels properly, start by heading to the Bleak Beach area. You’ll find it through an entrance beyond the crops section—this is usually the second or third region, depending on your route.
Proceed through the questline until you meet Piplup. Completing quests related to Piplup will eventually give you an ability that allows you to absorb and carry water, which is essential for solving this puzzle. If you’ve finished the Bleak Beach storyline but haven’t unlocked this ability yet, keep doing Requests and talking to Piplup. It might take some time, but eventually, he will give you the water pickup skill.

Once you unlock the water-absorbing ability, find a body of water in the Withered Wasteland. Use the absorb move to collect water. After capturing some, approach the inactive water wheels. You can place the water anywhere nearby—pick a spot that clearly feeds into the wheel mechanism. When you release the water, it will flow into the wheel, making it turn.
### How to Activate Both Wheels
Repeat this process for the second water wheel. Gather more water, bring it back, and pour it in a position that supplies the remaining mechanism. When both wheels are supplied with water, they will start spinning steadily. As they turn, the surrounding area will fill with water, complete with the proper flow that the puzzle’s design requires.
