Shanghai Y50 Forum Enhances Support for Innovative Startups

Shanghai is developing a supportive environment for young entrepreneurs worldwide as part of its efforts to become a global hub for science and innovation, according to recent reports from the seventh Shanghai Y50 Innovation and Entrepreneurship Forum.

The forum gathered prominent international scholars and entrepreneurs, including Nobel Prize-winning chemist Michael Levitt, for detailed discussions with emerging startup founders. It also showcased a variety of projects in advanced technological fields such as integrated circuits, biomedicine, artificial intelligence, and other hard-tech sectors.

“Entrepreneurs need a nurturing environment to establish roots and expand,” stated Shen Yichen, founder and CEO of an AI chip company. “In Shanghai, government-guided funds and proactive investment institutions were willing to invest when we only had a single prototype. As we moved toward commercialization, our investors continued to support us by connecting us with trustworthy partners through resource matching.”

Shen, 37, holds a doctorate in physics from MIT and returned to China to create his company, which now leads in optical-electrical hybrid computing solutions. Based in Shanghai, his company recently went public in Hong Kong, raising HKD 2.5 billion (approximately USD 319 million).

When asked about his choice of Shanghai for his business, Shen highlighted the city’s comprehensive integrated circuit industry chain and its concentrated AI application scenarios. He also noted that local policies supporting IC companies have facilitated talent attraction, R&D progress, and technological breakthroughs.

His perspective was shared by Nan Yi, founder and chairman of the new energy group Wontai Investment. After earning a degree from Oxford University, he returned to China and established Universal Energy, which operates new energy power stations, as well as Wontai Power, which develops energy storage batteries in Shanghai.

“Shanghai has robust practical strength coupled with unique soft power,” Nan commented. “In last year’s World Bank business environment survey, Shanghai ranked among the top in 22 categories. Its favorable business climate has become a defining feature of the city as an international metropolis and has fostered a vibrant ecosystem for private sector growth.”

The annual flagship event, launched in 2020, aims to position Shanghai as a leading global destination for young talent in innovation and entrepreneurship.

During the event, Shanghai Pudong Development Bank, alongside several other institutions, announced the “5+50” seed fund. This fund features CNY 500 million (about USD 73.5 million) in equity investment capacity and a CNY 5 billion (approximately USD 735 million) supporting credit fund, focusing on early-stage projects in AI, IC, and biomedicine.

Additionally, Shanghai Jiao Tong University took the lead in establishing the Shanghai University Innovation and Entrepreneurship Community, which seeks to remove barriers among educational institutions and foster an ecosystem centered around education exchange, capital support, incubation, and technology transfer for young innovators.
