Shanghai’s Pudong New Area has introduced the second version of its Group Open Innovation initiative, a program designed to strengthen collaboration between large corporations and startups and to promote industrial transformation.
Zhai Jinguo, deputy director of the Shanghai Science and Technology Commission, along with Li Hui, Pudong’s deputy head, officially launched the updated plan during a conference held yesterday. The goal is to enhance the district’s open innovation ecosystem and accelerate industrial upgrading efforts.
Originally launched in 2021, the GOI plan encourages major companies to share resources such as laboratory equipment, patents, and industrial solutions with small and medium-sized enterprises through a free-to-access platform. This initiative aims to foster the development of new technologies and innovative applications.
In the past four years, the program has attracted 107 leading companies spanning 13 industries across 12 countries in Asia, Europe, and the Americas. It has helped establish over 750 tech startups and supported more than 6,600 SMEs.
Moving forward, the initiative will focus on integrating systems for ecosystem development, institutional innovation, and the circulation of critical elements like technology, incubation, business development, and investment. According to Xu Minxu, vice director of Pudong’s Technology and Economic Commission, the framework will emphasize incubation, technological innovation, industrial growth, financial backing, and talent development to support the balanced growth of small and large companies.
Pudong also plans to motivate major firms to contribute to building scientific infrastructure and to collaborate with universities on solving key technological challenges. Dedicated funding will be allocated to high-priority sectors such as integrated circuits and biomedicine, aiming to promote cooperation and pilot projects along industry supply chains.
To attract talent, Pudong will give preferential treatment to program participants in recruitment activities, supporting strategic scientists, industry leaders, and outstanding engineers. Earlier this year, the district introduced new policies to assist young professionals with housing and entrepreneurial opportunities.
