PTA announces new policy framework for MVNO services in Pakistan

After receiving approval from the federal cabinet, the Pakistan Telecommunication Authority (PTA) has officially announced a new policy framework for Mobile Virtual Network Operator (MVNO) services nationwide. This policy aims to open the market for fresh mobile brands that can now operate without developing their own network infrastructure. Instead, these MVNOs will lease network capacity in bulk from existing telecom providers and sell services under their own distinct brands.

A PTA spokesperson indicated that the decision was made to foster competition, promote innovation, and provide consumers with more choices in telecom services. According to the new framework, MVNOs will be authorized to deliver nationwide mobile and next-generation services through agreements with licensed mobile network operators, without needing their own spectrum licenses.

Initial licenses for MVNOs will be valid for 15 years, contingent upon ongoing regulatory compliance. The initiative is expected to enhance market competition, stimulate technological innovation, and give consumers broader access to affordable mobile options. Additionally, the PTA forecasts that this move will attract new investments, generate employment opportunities, and help advance the national vision of a “Digital Pakistan” by making mobile services more accessible and inclusive.

The authority will soon commence the licensing procedure for MVNOs, providing detailed templates outlining the conditions, regulatory obligations, and terms for prospective operators.
