US President Donald Trump unveiled a 20-point peace plan for Gaza on Monday, aiming to halt the conflict between Israel and Hamas. The proposal calls for the swift return of all hostages—both living and deceased—within 72 hours after a ceasefire is established.
The plan leaves many specifics to be negotiated and depends on Hamas fighters who initiated the conflict on October 7, 2023, accepting the terms. It envisions a reimagined Gaza, referred to as “New Gaza.”
Key components of the plan include:
– Immediate cessation of hostilities and partial withdrawal of Israeli forces to facilitate hostage releases. All military actions will cease, and front lines will remain static until conditions support a full and staged Israeli withdrawal.
– Within 72 hours of Israel’s formal acceptance, all hostages will be returned. Following their release, Israel will free 250 Palestinian prisoners serving life sentences along with 1,700 Gazans detained after October 7. For each Israeli rescue, 15 remains of Gazans will be retrieved.
– Once hostages are released, Hamas members committed to peaceful coexistence and disarmament will be granted amnesty. Those wishing to leave Gaza will be provided safe passage to other countries.
– Immediate and unrestricted humanitarian aid will be delivered into Gaza, aligned with provisions from a January 19, 2025, accord. Aid deliveries will be overseen by the United Nations and other agencies, free of interference.
– A demilitarized Gaza, free of tunnels and weapons manufacturing, will be developed into a peaceful, prosperous zone with no threats to neighboring regions.
– Governance of Gaza will transition to a temporary, technocratic, non-political committee composed of Palestinians and international experts, supervised by a “Board of Peace” led by Trump and including former UK Prime Minister Tony Blair.
– An economic development plan will be developed by a panel of Middle Eastern city-building experts. A special economic zone with negotiated tariffs and access privileges will be established.
– No residents will be compelled to leave Gaza, which has suffered extensive destruction. Those who choose to leave are free to do so and to return later. The plan encourages residents to rebuild and prosper within Gaza.
– Hamas and related factions are to have no role in governance. All military infrastructure, including tunnels and weapons facilities, will be dismantled under supervision.
– “New Gaza” will focus on economic growth and peace with neighbors. Regional partners will ensure compliance and security.
– An international stabilization force will be swiftly deployed in Gaza, with Israel gradually transferring control from its military to this force. Israel will not annex Gaza.
– The plan hints at the possibility of a pathway to Palestinian statehood once Gaza is rebuilt and the Palestinian Authority undergoes reforms but does not specify details.
– A dialogue between Israel and Palestinians will be initiated to chart a peaceful, prosperous future for both peoples.
