On the morning of September 9, 2025, the sixth meeting of the Belt and Road Initiative Tax Administration Cooperation Forum kicked off in Kathmandu, Nepal. Approximately 400 delegates attended, including leaders and deputy leaders from tax agencies across 45 regions, alongside representatives and experts from 13 international organizations and numerous prominent companies.
This forum is hosted by Nepal’s Inland Revenue Department, aiming to forge innovative pathways for cooperative tax administration aligned with the Belt and Road Initiative. Its goal is to stimulate progress and ensure high-quality development through enhanced tax collaboration.
The event consists of council meetings and plenary sessions. Mr. Wang Daoshu, serving as the Executive Secretary of the BRITACOM Secretariat and Deputy Commissioner of China’s State Taxation Administration, functions as the moderator for the council meetings. On September 9, the council appointed Mr. Madan Dahal, Director General of Nepal’s Inland Revenue Department, as the president of the forum and chair of the BRITACOM Council. The council also appointed Mr. Gustavo González Amilivia as Vice-Chair, taking over after his role as Director General of Uruguay’s General Directorate of Taxation. Additionally, the council announced new advisory board members, including Mr. James Badenach, managing director at Alvarez & Marsal Tax, Asia Pacific, and Ms. Giorgia Maffini, tax director at PwC UK. The council agreed on eight key outcomes to be shared during the forum, with the first two—namely, the Tax Administration Product Portfolio (Version 1.0) and the Taxpayer Service Portfolio (Version 1.0)—receiving approval.
Nepal’s Director General, Mr. Dahal, gave the opening address, welcoming all participants on behalf of Nepal’s Inland Revenue Department and expressing appreciation for their presence. The forum was officially opened with a ceremonial lighting of lamps by Mr. Dinesh Kumar Ghimire, the Revenue Secretary of Nepal’s Finance Ministry, and Mr. Wang Daoshu.
Mr. Wang provided an update on the progress of BRITACOM, highlighting the commitment of all members to transparency, inclusivity, and mutual benefit. Since its inception, the organization has achieved significant milestones in tax cooperation, taxpayer services, and policy research. The forum’s focus will be on implementing two key portfolios—one on tax administration and another on taxpayer services—to standardize procedures, improve service quality, and develop practical solutions adaptable worldwide.
Mr. Ghimire delivered a special address, emphasizing Nepal’s enthusiasm for international cooperation in building effective, equitable, and resilient tax systems. He reiterated Nepal’s commitment to working alongside BRITACOM partners to address global cross-border tax challenges.
Hong Kong’s Commissioner of Inland Revenue, Mr. Benjamin Chan, also spoke at the opening, underscoring the importance of the forum as an annual platform for sharing expertise and fostering cooperation among tax authorities, academics, professionals, and the business sector. Hong Kong values the opportunity to deepen international partnerships and explore new avenues of collaboration.
Ambassador Chen Song of China, representing his country in Nepal, attended and delivered a keynote speech. He highlighted the forum as a strategic opportunity to overcome obstacles, boost economic cooperation, and support regional stability through coordinated tax efforts within the Belt and Road framework. He stressed that economic and trade growth relies heavily on efficient tax environments and called for strengthened tax cooperation to promote regional prosperity.
Throughout the next three days, the forum will feature numerous keynote addresses and panel discussions centered on six important themes: tax administration portfolios, taxpayer services, governance of tax law, transparency, payment services, and digital technology applications.
