China recently submitted a position paper to the World Trade Organization outlining its stance on reform efforts amid current global circumstances, according to the Ministry of Commerce. This marks the first policy document China has presented to the WTO since the reform process was officially launched in June 2022. The document provides a comprehensive, systematic outline of China’s views on WTO reform.
The country has historically led calls for necessary reforms within the multilateral trading system, releasing a position paper in 2018 and submitting a proposal in 2019. The new submission was made after considering both domestic concerns and the perspectives of other WTO members, in response to significant challenges faced by the multilateral trade framework and the evolving needs of global development.
The focus of the document emphasizes multilateralism, development, and future priorities, establishing China’s core principles and proposed actions for WTO reform in the current climate. It affirms China’s support for open and inclusive economic globalization and reaffirms its commitment to strengthening the multilateral trading system while stressing the importance of advancing WTO reforms.
A key emphasis is placed on centering development within the reform agenda, aiming to support emerging economies in harnessing opportunities in digital technology, green initiatives, and artificial intelligence. Looking forward, the paper calls for open discussion on government policies that may distort trade, respects diverse economic systems and levels of development, and promotes consensus on fair competition to create an international trade rule environment better suited to industry progress.
