China’s President Emphasizes Need for Self-Reliance in AI Development
On November 20, 2024, Chinese President Xi Jinping stressed the importance of enhancing self-reliance in artificial intelligence (AI) to bridge the technological divide with the United States, as reported by Reuters.
During a recent session of the Politburo, Xi highlighted the escalating global competition for dominance in emerging technologies.
According to state-run Xinhua, Xi urged the nation to utilize its "new whole national system" to speed up AI advancements. He underscored the necessity of reinforcing basic research, enhancing innovation capacity, and broadening the application of AI across various sectors.
Xi also reiterated the importance of cultivating domestic talent and maintaining control over crucial technologies. "We must acknowledge our shortcomings and intensify efforts to significantly boost technological innovation, industrial growth, and AI-empowered applications," he stated.
Additionally, Xi pledged to provide more policy support in areas such as government procurement, intellectual property rights protection, and talent development. He called for swift legislation and regulatory frameworks to address the risks associated with AI systems, ensuring they are "safe, reliable, and manageable."
These comments come in the wake of indications that China is making strides in closing its AI gap with the U.S., despite ongoing restrictions. In January, the Chinese startup DeepSeek announced a large language model that reportedly meets Western performance standards while utilizing less advanced hardware, suggesting that the country is overcoming some challenges posed by U.S. export controls.
