This isn’t a problem with your subscription or resource limits, but rather a temporary lack of physical hardware for that VM size in your chosen region, such as East US.
These stockouts happen when the data center runs out of available machines of that size. Since they are related to physical capacity constraints, increasing your quotas or changing settings won’t solve this problem. The only entity that can address this is Microsoft’s infrastructure team, and they typically work to restore capacity over time.
