If you’re having trouble accessing Amazon Textract even though you’re on the Free Tier, it’s likely due to your permissions settings rather than your account setup. Many users mistakenly think that their account or credits are the issue, but the real culprit is often permissions related to IAM (Identity and Access Management).
Even with a Free Tier account, you need to make sure your IAM user has the right permissions to use Textract. If your permissions are missing or incomplete, you might see a confusing message telling you to “Complete your account setup,” even though everything looks fine on your account page.
To fix this, check your IAM user permissions and make sure you’ve granted access to Textract. The simplest way is to attach a policy that allows the key actions needed, such as “textract:DetectDocumentText.” Without this permission, you won’t be able to use Textract’s features.
Here’s an example of a basic policy you can attach to your IAM user:

In some cases, if you’re using features that require passing a role to the service, you might also need to grant the “iam:PassRole” permission.
Once you update your permissions, try accessing the Textract console or making API calls again. You should be able to use Textract smoothly without being redirected to the account setup page.
