If your HP notebook is over 10 years old, support for it has been discontinued, which is why you might have trouble finding information or updates for it. Typically, updating the BIOS isn’t going to fix most issues with old systems like this.
One important step is to see if you can access the F9 boot options menu. This allows you to boot from an external device, like a USB flash drive, to install Windows on a new hard drive. To do this, turn on or restart your computer. As soon as it begins to start, keep pressing the ESC key repeatedly until the menu appears. From there, select the F9 boot options. You should see a list of boot devices; choose the USB flash drive and press Enter. This will make your PC boot directly from the Windows installation flash drive.
