First, check if your account is fully activated. When you sign up, you need to complete all the necessary steps, like adding a valid payment method, verifying your phone number, and selecting an AWS Support Plan. Sometimes, it can take up to 24 hours after these steps for all services to become available.
Next, consider whether you’ve reached the service limits for your account. For new free-tier accounts, this is less common, but it’s still good to double-check if there’s a maximum number of load balancers in your selected region.
Sometimes, AWS temporarily restricts new accounts from creating resources to prevent abuse. This is called API throttling, and it usually resolves itself after a short time.
Additionally, there might be temporary service issues with the Elastic Load Balancing service or network problems. These are usually resolved quickly by AWS.
To address the error, try these steps:

Wait and Retry: Often, waiting a little while — around 15 to 30 minutes, or up to 24 hours for new accounts — allows the issue to clear up on its own.

Switch Regions: Service availability can differ between regions. Try creating the load balancer in a different AWS region to see if that works.

Check for Hidden Resources: Make sure you don’t have any existing load balancers or resources in other regions that might be causing limits.

Contact AWS Support: If the problem persists, reaching out to AWS Support is the best option. They can look into your account details and help enable the creation of load balancers if necessary.
