You can buy this spell for 1,500 Runes from Sellen, located inside the Waypoint Ruins cellar (to the east of your starting point in Limgrave) after defeating the Mad Pumpkin Head boss.
Thops, found sitting in the Church of Irith in southern Liurnia, also sells this spell for 1,500 Runes. This church is just west of the location you reach upon exiting Stormveil Castle. To purchase the Glintstone Arc from Thops, you’ll need to make a small donation of 10 Runes first.

If Thops meets an unfortunate end, you can still acquire his Bell Bearings and take them to the Twin Maiden Husk at the Roundtable Hold to purchase this spell.
