You can spend Relic Points in the Relic perk tree, which you can find on your character page along with your other attributes. This tree gets unlocked by Songbird shortly after you meet her at the Dogtown gate. Initially, Songbird will give you three Relic Points to kick things off, and later she provides you with an additional three Relic Points around the midpoint of the storyline.
