Among all the Confidants in Persona 5 Royal, the Strength Confidant—represented by the Velvet Room twins Caroline and Justine—is perhaps the most unique. Instead of advancing by spending time with them or giving gifts, you increase your rank by performing specific Persona fusions based on their increasingly difficult requests.
Before proceeding, note that you can start building the Strength Confidant from May 18 onward. Visiting the Velvet Room during Joker’s free time will prompt the twins to suggest—in fact, insist—that he begins fusing Personas for them as part of his rehabilitation. Completing their first task unlocks their Confidant for real, offering valuable benefits in the Velvet Room.
Since the twin wardens aren’t like your other Confidants, ranking up with them requires a different approach. Instead of dialogue choices, you need to show them Personas that meet specific criteria—often involving rare Personas with particular skills or moves. As you build trust, you’ll unlock new fusion methods that expand your options considerably.
You’ll need to create ten Personas over the course of the game to reach max rank, with each Persona fulfilling the twins’ requests. The Personas must learn specific skills to satisfy their demands, which will often involve carefully planned fusions using recipes provided below.
Rank 1: Jack Frost with Mabufu
Create Jack Frost by fusing Saki Mitama and Succubus—both obtainable through fusion recipes—then level it to 11 so it learns Mabufu naturally. Show this Persona to the twins to progress.
Rank 2: Ame-no-Uzume with Frei
Fuse Berith (which you can find in Kamoshida’s Palace) with Suzaku (which naturally knows Frei) to create Ame-no-Uzume that inherits Frei during fusion. Alternatively, you can obtain a Frei skill card from a Makami or during certain events to teach it later.
Rank 3: Flauros with Tarukaja
Fuse Cait Sith and Angel to create Eligor, which learns Tarukaja at level 16. Then fuse Eligor with Orobas and Berith to produce Flauros that knows Tarukaja. This Persona will satisfy the twins’ request, and you might also want to log it into the compendium for future use.
Rank 4: Phoenix with Counter
Fuse Jack-o’-Lantern and Hua Po to get Yaksini, which automatically knows Counter. Then fuse Yaksini with Kelpie or Makami to produce Phoenix inheriting Counter. Make sure to get Phoenix to level 20 so it learns Counter naturally.
Rank 5: Setanta with Rakukaja
Fuse Berith and Hua Po to make Suzaku, ensuring during fusion that it inherits Rakukaja from Berith. Then fuse Suzaku with Phoenix to produce Setanta with the desired move. Aim to complete this fusion before the end of May to stay on schedule.
Rank 6: Neko Shogun with Dekaja
Fuse Anzu (which learns Dekaja at level 28) with Sudama and Kodama to produce Neko Shogun that knows Dekaja. Anzu can be recruited in Futaba’s Palace, while the others are fused in the Velvet Room.
Rank 7: Lachesis with Tetraja
Fuse Sandman and Principality to create Thoth, which knows Tetraja at level 36. Then fuse Thoth with Anzu to summon Lachesis. The key is to fuse a Thoth inheriting Tetraja, which requires a specific fusion recipe.
Rank 8: Hecatoncheires with Masukunda
Fuse Lilim (which learns Masukunda at level 34) with Anzu to create Hecatoncheires that inherits the move. Level Lilim to 34 through grinding or fusion to meet this requirement.
Rank 9: Bugs with Samarecarm
Fuse Fuu-Ki with Principality or Neko Shogun to make Hariti, which learns Samarecarm at level 41. Then fuse Hariti with Pixie and Pisaca to make Bugs, passing the move down during fusion.
Rank 10: Seth with High Counter
Fuse Fortuna and Girimehkala to produce Horus, and then fuse Horus with Thoth, Anubis, and Isis to eventually summon Seth. The move High Counter is obtained from a specific Mementos request called “The Killer Who Cleans Up Trash” in October. Complete that quest by fighting a Level 50 Rakshasa to get the High Counter skill card, then teach it to Seth.
Adjust fusions based on what Personas you can recruit or obtain early, using the compendium to save and reuse Personas as needed. With patience and careful planning, you can complete this challenging Confidant line and unlock some powerful benefits along the way.
