The Uber Bosses Duriel and Andariel have a higher drop rate for Tempest Roar and other unique items. If you’re specifically after Tempest Roar, targeting these bosses is your best strategy.
To summon Duriel, you’ll need two Mucus-Slick Eggs, which can be obtained from the Echo of Varshan, and two Shards of Agony, dropped by Grigoire the Galvanic Saint. Once you gather these items, go to the Gaping Crevasse in Kehjistan to summon him.
