Silent Hill f moves away from the typical American setting of previous Silent Hill games and instead ventures into Japan, exploring its culture in detail. Ebisugaoka, Hinako’s hometown, stands out as a remote place with a unique history rooted in religious beliefs and a very isolated community.

The town’s reverence for the god Inari is central to the story, and his symbol appears frequently throughout the game. This symbol acts as a key to some of the deepest lore and the most valuable items, but you’ll need to find the right key to unlock them.

Most of the Inari Seals can only be unlocked in a New Game Plus playthrough. While some spoilers will be shared here, they will be minimized, though some details may still be mentioned.

What Are the Inari Seals?

During the game, you will encounter the figure known as Fox Mask. Though never explicitly stated, he clearly represents Inari, whom the town of Ebisugaoka holds in high esteem. Because of this connection, Fox Mask is granted immense strength.

You will notice many doors and boxes marked with his symbol or sealed with his talismans. These seals often appear on doors as black markings featuring Inari’s symbol or on various smaller boxes found mainly in the real world, covered with seals.

These Inari Seals are optional and easy to overlook if you’re not actively searching for them.

How to Open Inari Seals

To open these seals, you need a specific item called the Brooch, which features Inari’s image. Fox Mask gives this to Hinako during her last full visit to the Otherworld, but at that point, only one Inari Seal is in the game.

The Brooch is one of the few Key Items that carry over into a New Game Plus. Therefore, it’s essential to keep a save file with a completed game to ensure you can access all the seals later, especially those you might miss during your first playthrough.

Starting a New Game Plus requires loading a saved game from a completed run, not simply choosing the “New Game” option.

Locations and Rewards for Each Inari Seal

Across the entire game, there are ten Inari Seals to find. Only one is accessible in your first playthrough; the other nine become available in New Game Plus.

They are split evenly between the real world and the Otherworld, spaced out across the game’s timeline. Here’s a guide to all of their locations and the items inside:

Inari Seal #1
Located toward the end of your first playthrough, in the same Otherworld section where you obtain the Brooch. After collecting the White Sparrow and Black Sparrow Crests, the next time you enter the room with Inari statues, one door with the Inari symbol will open for you. Inside are items like the Mandate Of The Clan note, Ema Plate, and a Letter with a Pressed Flower note.

Inari Seal #2
Found early in a New Game Plus run, just after the Hokora in the south of Ebisugaoka, after the fog appears. Go down the stairs near the small box in the corner—its seal will burn away when approached. Inside are items like the Diary Of Revenge note and Ema Plate.

Inari Seal #3
In your first trip to the Otherworld, find this seal by locating the large tree with bulging eyes in the southeast. A box with seals is on a bench here. Inside are a note titled “A Perspective On Hierogamy” and a Shrew Mole Omamori. This seal appears during a later visit, where you’re searching for the Naginata, through a locked Inari door.

Back in Ebisugaoka, on the way toward Rinko’s house, opposite the Hokora before entering the rice fields, you’ll find a box with the seals in front of a small shrine. The items inside include several notes, an Hotei-sama Sitting Cross-legged figurine, and a Crimson Water Puzzle.

Inari Seal #5
Located near Rinko’s house, opposite the Hokora before the rice fields. On a small shrine in front of a box is the Seal, which contains notes like the “Mandate Of The Clan,” an embroidered drawstring bag, and other notes. This seal appears during your second visit to the Otherworld, in a locked room in the leftmost area where you find the Naginata.

Inari Seal #6
Hidden in the south of Ebisugaoka, inside a locked Inari door in the area where you look for the Naginata during a later visit. Inside are several notes, including the “Diary Of Revenge,” along with an Ema Plate and other objects.

Inari Seal #7
During your third trip, in the area representing Rinko’s side of the story, find this in a passage in her section. Squeeze through a slit in the wall to access, where inside are items like the “A Perspective On Hierogamy” note and a Swallow Omamori.

Inari Seal #8
On the mountain path en route to Rinko and Shu, after entering the mountain area and following the path north, locate a container behind an enclosed sitting area. Inside are items such as the “First Mandate Of The Clan” and “Note Of Caution.” It is available in your second New Game Plus run.

Inari Seal #9
Near Hinako’s house, shortly after a flashback at the playground. The seal is in a home with surrounding walls and a pond. Inside are notes including the “Diary Of Revenge,” along with an Ema Plate.

Inari Seal #10
In Hinako’s house, specifically between the living room and the Ominous Photo room, lies the final seal. The box there contains the last items, and unlocking it completes the set of seals, earning you the “Inari-sama’s Secrets” achievement.

Having uncovered all ten seals gives you full access to Inari’s secrets, revealing the deepest lore and rewarding you for your exploration.
