During this critical juncture at the end of the “Heads Will Roll” quest, you must choose whether Naoe will proclaim, “Justice must be served,” or say, “Killing them isn’t justice.” Opting for “Killing them isn’t justice” showcases compassion, encouraging Naoe to side with Yaya, which is the preferable choice if you want her as an ally in “Assassin’s Creed Shadows.” However, this decision angers Mitsumune, and he still proceeds with the executions of Koretake’s men.

If you choose “Justice must be served,” Mitsumune’s men will carry out the executions, leading to Yaya expressing her discontent and stating that everyone is “beyond saving.” Nevertheless, Mitsumune remains upset with Naoe and departs regardless of the decision made.

No matter your choice, you will unlock Yaya’s ally quest called “The Stray Dogs,” which gives you an opportunity to recruit her. If you initially sided with Mitsumune, it’s crucial to support Yaya in every decision throughout this quest, or she may refuse your invitation.
