Look for Barrels and a Lantern
To get the first headset, spawn and head towards the jail cells. As noted by YouTuber TheGamingRevolution, find the first AMP generator in the vicinity. Activate it and then take the left door.
As you proceed, keep an eye out for purple arrows that will guide you in the right direction.
Next, head downstairs, use the right door, and continue further down before looking for a cluster of barrels paired with a lantern in the corner next to a building. The headset will be resting on a spool right there.

Navigate the Caves to Find an Office
After picking up the first headset, keep following the signs and pass through the door on your right. Activate the second AMP generator you encounter, then head upstairs and navigate through the building to go downstairs from the opposite side. Continue along the outside path and stay on the lookout for arrows leading you through the cave system.
Upon exiting the caves, enter the building in front of you and ascend the stairs. You will go up several flights until you arrive at an office space featuring a long cabinet situated under a TV. The headset will be resting on top of the cabinet, accompanied by a small lamp and some other equipment.

Explore the Mines for the Blue Barrel
For your final headset, go through the nearby door, descend the stairs around the building, and keep moving until you reach the exit to the mines to your left.
As you explore the mining area, follow the path until you spot a stack of barrels and bags in a well-lit corner. You’ll find the last headset perched right on top of a blue barrel.
