In this mission, you start by locating the foreman’s apartment, which is behind a barricade south of Piazza Roma in the Buried City. It might seem a bit confusing because the game directs you there first, but you can actually reach the Controlled Access Zone (CAZ) directly without going through the complex. Just go to any part of the area marked on your map to complete this step.
Once at the Power Complex, use the lower walkways to cross into the CAZ, head to the southern High Loot Area, or drop down through a hole in the grating above. From there, go to the central room encircled by stairs and climb to the top office. Inside, you’ll find a whiteboard—just take a quick photo to gather clues and finish the quest.
Completing A Rising Tide rewards you with a level 2 Anvil, featuring the powerful Anvil Splitter modification, along with an Extended Barrel and 40 heavy rounds. This makes your revolver really deadly and turns it into one of the best weapons in the game’s latest update, Shrouded Sky.
