Beijing will take the lead across the country in creating specialized insurance products for smart vehicles, as advancements in autonomous driving technology accelerate market rollout. The city’s financial authorities announced this initiative yesterday, aiming to cater to the increasing public appetite for coverage in unmanned driving and to bolster innovation in related fields.
A team led by the national insurance industry association will develop these new insurance offerings, according to a senior official from the Beijing Municipal Financial Regulatory Bureau, speaking at the 2026 Zhongguancun Forum Annual Conference.
The primary objectives are to establish clear definitions, standardize policy terms, and broaden coverage to apply to all intelligent connected new energy vehicles classified from Level Two to Level Four. Level Two systems still require human supervision, whereas Level Four enables cars to operate autonomously within designated zones.
The rollout of these insurance products will occur incrementally as they are developed, with the Beijing Insurance Industry Association designated to announce the specific automakers and vehicle models eligible for each phase.
To facilitate this, the city’s financial regulatory body has established a dedicated task force in partnership with the insurance industry association, the actuarial professionals group, and leading insurers. Their mission is to finalize contract terms, set premium rates, and ensure pricing fairness.
Furthermore, efforts are underway to develop a cross-industry data-sharing platform with the China Banking and Insurance Information Technology Service. This system will aid insurers in upgrading their technological infrastructure, ensuring smooth policy issuance, streamlined sales processes, and efficient claims handling for these specialized insurance products.
The official emphasized, however, that insurance for intelligent driving isn’t a catch-all safeguard. Drivers must responsibly operate assisted driving features, as insurance coverage only addresses financial losses and does not absolve them of legal responsibilities.
Recent guidance from the Supreme People’s Court underscores that, even with active assistance systems, drivers remain fully accountable for safety and proper operation of their vehicles. Safe driving remains the driver’s top priority.
