On March 9, Longgang District in Shenzhen and the Wuxi National Hi-Tech District announced new policies to promote the growth of the widely-used OpenClaw artificial intelligence agent and the One Person Company (OPC) community. The initiatives include financial grants, access to computing resources, data support, and talent development programs to encourage adoption and industrial use.
Longgang, a hub for Chinese tech leader Huawei, introduced ten measures, such as incentivizing platforms to offer free deployment services for OpenClaw. Companies contributing critical code, developing skills packages, or creating embodied intelligence applications could be eligible for subsidies up to 2 million yuan (around $289,130 USD).
Under Longgang’s plan, businesses utilizing OpenClaw can receive subsidies covering 40% of their project costs, with a yearly cap of 2 million yuan per company. Newly established OPC community firms can also access three months of free computing resources to aid in development and expansion.
Last week, Nvidia CEO Jensen Huang described OpenClaw as possibly “the most significant software release ever.”
This open-source AI agent framework, available at no cost, has generated considerable excitement within the tech industry and beyond since its debut last year, despite concerns over privacy risks linked to its control over user devices. Developed by Austrian programmer Peter Steinberger, OpenClaw aims to automate various tasks and serves as a platform for individuals to launch new ventures under the OPC model.
The Wuxi National Hi-Tech District, covering 220 square kilometers in Jiangsu Province, proposed twelve measures. These include full grants of up to 1 million yuan for local cloud platforms that offer free deployment and development tools. OPC projects in the district could qualify for up to 300,000 yuan annually, and data annotation services can be subsidized up to 500,000 yuan.
As a manufacturing hub, Wuxi plans to award 500,000 yuan for OpenClaw-based projects focused on developing large-scale AI models for industrial applications such as quality control and predictive maintenance. Technological breakthroughs like embodied intelligent robots and quality inspection robots may receive grants as large as 5 million yuan. Additionally, exemplary projects demonstrated annually can secure grants up to 2 million yuan.
Both districts are also offering talent incentives. Longgang will provide tiered subsidies of up to 100,000 yuan for recent graduates holding bachelor’s, master’s, or doctoral degrees. New OPC startups can benefit from up to two months of free accommodation and an 18-month discount on office space.
Meanwhile, Wuxi will offer OPC startups up to three years of free rent. Outstanding first-time entrepreneurs in the district could receive living allowances of up to 120,000 yuan.
All the proposed policies are now open for public consultation.
