On October 6, a Level IV national disaster relief emergency response was activated in response to Typhoon Matmo, the 21st named storm of the 2025 Pacific typhoon season, which struck the southern provinces of Guangdong and Hainan, according to the Ministry of Emergency Management.
Disaster prevention, reduction, and relief agencies have deployed teams to the affected regions to coordinate rescue efforts. In addition, the Ministry of Emergency Management, working alongside the National Food and Strategic Reserves Administration, has sent out 20,000 relief supplies to Guangdong and Hainan, along with 10,000 items allocated to Guangxi. These supplies include foldable beds, moisture-resistant mats, and family emergency kits.
Furthermore, the National Development and Reform Commission has urgently allocated approximately 200 million CNY (around USD 28.15 million) from the central budget to assist Guangdong and Hainan in urgent recovery operations after the typhoon. The funds are earmarked mainly for repairing and rebuilding damaged infrastructure such as roads, bridges, embankments, as well as public service facilities including schools and hospitals, to help restore normalcy as swiftly as possible.
Local authorities report that around 347,000 residents have been evacuated from the affected areas to ensure their safety.
