Changan Automobile has achieved a significant breakthrough by obtaining the first license plate issued to a Level-3 autonomous passenger vehicle in China. This marks a new phase where the market is poised for the regulated commercial deployment of advanced driver-assist systems.
On December 20, the Chongqing Municipal Public Security Bureau’s traffic management division issued the license plate Yu AD0001Z to a Changan Deepal SL03 electric sedan. The vehicle, operated by Changan Vehicle Technology, is approved for testing on designated city test roads, including the inner ring expressway.
Earlier, on December 15, Beijing and Chongqing approved two electric vehicles—Changan’s SL03 and BAIC BluePark New Energy Technology’s Arcfox Alpha S—for conditional use on public streets, making them the first Level-3 autonomous EVs permitted in these cities.
As the initial vehicle in this pilot program, the SL03 aims primarily to verify safety protocols and support the development of industry standards rather than push technological limits. Once national regulations and policies are finalized, the car will be available for consumer use.
Changan plans to gradually introduce Level-3 autonomous driving features across its main brands—Avatr, Deepal, and Qiyuan. The technology is expected to expand to models in the CNY150,000 (about USD21,300) price range as it matures.
