Gnomes have been a part of The Sims series since the very first game. In The Sims 4, they can appear throughout your home and offer either good fortune or cause chaos, depending on how you treat them during the holidays or when you encounter them in magical areas like Innisgreen.
The best way to get gnomes to show up is by playing with the Seasons expansion, which adds Harvestfest. During this holiday, gnomes will appear and move around your lot all day long, teleporting from place to place. You can also find them in the overworld, especially in more mystical areas.
When you interact with a gnome, you can choose to calm them by giving gifts. Some gnomes prefer certain items, and giving them what they like can result in them giving your Sim a gift in return. If you give the right gift, you’ll see a halo over their head, indicating they’ve been appeased. These gnomes can be stored in your inventory or sold for some extra money, and they’ll usually move around your lot throughout the day, making it fun to spot them all.
You can also annoy the gnomes by giving them disliked gifts or kicking them, which will anger all nearby gnomes. Angry gnomes will break appliances and leave trash around your lot. Trying to apologize may help, but if that doesn’t work, you might get struck by lightning and end up with a Dazed moodlet.

Please note, some gnomes cannot be convinced to be happy, such as the gnome sculpture created at the woodworking bench, Chuck Wagobn from Trailboss Gnome, and gemstone-shaped gnomes from Crystal Creations—they’re unavailable for interaction.
