The China-Europe International Cooperation and Innovation Consortium for Green Power Certification has been formed to advance the alignment of renewable energy standards, regulations, and resources between the two regions. The initiative was launched during the fourth China-Europe Energy Technology Innovation Cooperation Forum held in Chengdu, with key organizations including China Electric Power Planning & Engineering Institute and five prominent European certification entities: Bureau Veritas from France, TÜV NORD and TÜV Rheinland from Germany, Société Générale de Surveillance from Switzerland, and Det Norske Veritas from Norway.

The primary goal of the consortium is to develop an international platform to facilitate mutual recognition in green energy, creating a comprehensive network that promotes open, inclusive, and credible global certification cooperation. As stated by Zhang Jian, vice president of the China Electric Power Planning & Engineering Institute, the organization aims to support companies in consuming green energy and to build a trustworthy ecosystem for certification exchanges worldwide.

A significant focus is on establishing unified rules and standards or traceability benchmarks between China and Europe to enable mutual certification of renewable energy. The effort also aims to facilitate recognition of green attributes and enable cross-border circulation of renewable energy resources, explained Yang Jun, deputy chief economist at the China Electric Power Planning & Engineering Institute, during a discussion session at the forum.

Liu Zhongyong, director of the hydrogen business at Bureau Veritas China, highlighted that this consortium could enhance the mutual acceptance of green standards and certifications. He noted that companies could undergo a single on-site certification process that meets both Chinese and European Union standards, thereby reducing costs and increasing efficiency.

Both China and Europe possess distinct advantages and substantial potential for cooperation in green energy technology innovation. He Yang, deputy director of China’s National Energy Administration, pointed out that Europe leads in energy transformation and technological innovation, boasting extensive research and development capabilities in clean energy. Meanwhile, China remains the world’s largest energy consumer and is investing heavily in clean energy industries, with a comprehensive industry system.

By strengthening technological collaboration and fostering industrial cooperation across the entire clean energy value chain, China and Europe can align their interests and contribute to greater stability amid the unpredictable global energy landscape, He added.
